Forming California’s first Market Transformation Plans
Just 18 months ago, CalMTA launched to form a portfolio of market transformation initiatives (MTIs) for California. The first MTIs are being readied for submission to the California Public Utilities Commission (CPUC) for public review and approval to begin implementation. These include initiatives focused on growing market adoption of two critical technologies: Induction Cooking and Room Heat Pumps.
Ahead of the release of the final draft MTI Plans in November, CalMTA launched a campaign called Idea to Initiative to preview and highlight key portions of the Induction Cooking and Room Heat Pumps initiatives.
Idea to Initiative will roll out as four parts in the coming months, with an introduction and the other parts highlighting specific portions of the Induction Cooking and Room Heat Pumps MTI plans.

An MTI Plan describes the business case supporting the MTI and the market development and evaluation activities that will be implemented during Phase III of our MTI Development process.
The plan includes a final summary of research conducted in Phase II, complete program logic and MT theory, and updated market adoption curves, total system benefit, and cost effectiveness estimates. The structure of an MTI plan is built to include an executive summary section supported by eight appendices, as shown below, that provide the in-depth research and theory behind the key findings.

Idea to Initiative previewed and highlighted key portions of the Induction Cooking and Room Heat Pumps initiatives. The campaign included presentations and discussion at upcoming Market Transformation Advisory Board (MTAB) meetings, as well as online resources that will provide more information about the MTI Plans.

Part 1: Market Transformation Theory and Logic Models
These represent the basis for the initiative strategy and are a systematic and visual way of presenting understanding of the interventions necessary to remove barriers, expected outcomes of those interventions, and a pathway to the desired end state. Part one represents appendices A, C & D in the MTI Plans.Part 2: Market Progress Indicators (MPIs) and Milestones
Market Progress Indicators (MPIs) and Milestones focuses on these two metrics, which CalMTA will use to track progress toward the expected outcomes in the Logic Models. This information corresponds to Appendices A and F that are being developed for the final Market Transformation Initiative (MTI) Plans.
Part 3: Cost Effectiveness and Evaluation Plans
Cost Effectiveness and Evaluation Plans will include the market forecasts, cost-effectiveness and Total System Benefit (TSB) calculations (the dollar-value metric that measures lifecycle energy savings, grid benefits and reliability, and GHG impacts) of the MTIs. Part 3 information corresponds to appendices B, F, and H in the MTI Plans.

CalMTA launched this four-part series of presentations and discussions with MTAB members and the public to help interested parties understand the important aspects of these plans.
Idea to Initiative provides the necessary time to review and react to the MTI Plans as they are developed and – crucially – before they are submitted.

The Induction Cooking and Room Heat Pump MTI Plans will be submitted to the CPUC by the end of 2024 via an application and in accordance with Decision 19-12-021. We expect the proceeding process will extend well into 2025. CalMTA plans to begin implementation upon approval.
