This resource page is designed to help interested parties track and participate in the application to the California Public Utilities Commission (CPUC) on CalMTA’s behalf, which would authorize deployment of Room Heat Pumps and Induction Cooking Market Transformation Initiative (MTI) Plans. These two MTIs are projected to cost-effectively deliver over $1B in Total System Benefits (TSB) to the state over their lifetimes. 

On Sept. 23, the CPUC released a Proposed Decision (PD) as well as an Alternate Proposed Decision (APD) on the two MTIs submitted. After analysis, it’s clear that the APD put out by the Commission would greatly restrain the CalMTA program’s progress and overall success.

This is because:  

  • It brings uncertainty to the budget available to manage the program and advance future initiatives 
  • It changes the criteria developed by the Market Transformation Working Group (included in D. 19-12-021 and Market Transformation Advisory Board (MTAB) by which MTIs are judged cost-effective and viable AND rejects the induction cooking MTI based on misinformed criteria (see MTAB ex parte letter in support of the PD).

 

The first two MTIs put forward target room heat pump and induction cooking technologies have been supported by equity representatives, MT experts, consumers advocates, and others because:  

  • Both are cost-effective over the MTI lifetimes and are supported by TURN (The Utility Reform Network, a ratepayer advocacy group) and others
  • Together the MTIs are projected to deliver over $1B in benefits to the state 
  • Both would make affordable and viable products available to ESJ communities and are supported by CEJA and other equity and efficiency advocates (see ex parte letter signed by key organizations)
  • Both leverage investment of other programs and industry partners

The Commission is scheduled to vote on the decisions on Nov. 20 (note: this is delayed from the original Oct. 30 date).

We have heard from many folks asking what they can do to help express their support for CalMTA’s work and the PD. At this stage, you can attend the Commission meeting on Oct. 30 either in person (in Sacramento) or virtually. These are public meetings, and an opportunity to share brief oral comments is provided at the beginning of the meeting to individuals who do not represent parties to the proceeding. The Oct. 30 meeting is the best opportunity to have your voice heard before the Commission’s final decision is made.

  • Approves both the Room Heat Pumps and Induction Cooking MTIs for market deployment 
  • Authorizes $102.4M in funding across 2026-2031, rather than the $250M requested in CalMTA’s application for 2026-2030 
  • Creates a process whereby future MTIs must be filed via CPUC Application as a tranche  
  • Requires CalMTA to develop and submit a nonprofit transition plan by 2028
     
  • Cuts the initial scope to approve only the Room Heat Pumps MTI and necessary administrative budget
  • Rejects the Induction Cooking MTI, which will increase the deployment costs for Room Heat Pumps because the two efforts leverage each other
  • Budget reductions ($54.87M) jeopardize CalMTA’s ability to achieve market transformation at scale by prorating administrative/operations to implementation of a single MTI  
  • Adds burdensome conditions for CalMTA but provides no funding to comply, including:  
    • Annual audits by the CPUC Audit Branch 
    • A requirement for CalMTA to secure non-ratepayer funding after 2028 
       

California set ambitious market transformation goals under CPUC Decision 19-12-021 to accelerate energy efficiency and achieve statewide objectives related to decarbonization, equity, and grid flexibility. The first MTIs approved for deployment will set the precedent for whether this framework succeeds. Stability, flexibility, and adequate resources are needed for CalMTA to design and implement the portfolio of transformative strategies described in this legislation.  

The PD provides a clear pathway for achieving the intent of this key legislatively mandated (SB 350) strategy for efficiency and climate action in California, as it:  

  • Aligns with Evidentiary Record: The PD builds directly on the record developed in this proceeding, including CalMTA’s comprehensive filings, expert testimony, and stakeholder input. 
  • Fulfills Market Transformation Mandate: It carries forward the statutory requirement under AB 1262 and CPUC D.19-12-021 to establish and fund a robust statewide Market Transformation Program. 
  • Authorizes Six-Year Funding: It provides certainty and continuity by approving multi-year funding, ensuring stability for market actors and long-term impact. 
  • Maintains Oversight through MTAB: The PD affirms the role of CalMTA’s Market Transformation Advisory Board in guiding and reviewing MTIs, ensuring accountability and transparency. 
  • Supports Both MTIs (Room Heat Pumps and Induction Cooking): It recognizes the urgent need for these technologies to meet California’s electrification and decarbonization goals.

The terms laid out in the APD make it very unlikely that CalMTA would be viable to fulfill the vision of the original decision.

More about the Room Heat Pumps MTI

The Room Heat Pumps MTI seeks to accelerate market adoption of room heat pumps (including portable and window-mounted heat pumps), which provide efficient heating and cooling in existing small, single-family, and multifamily households.

The Room Heat Pump MTI is expected to cost $62.8 million, with a forecasted Total System Benefit (TSB) of $521 million through 2045. It has a Total Resource Cost (TRC) of 5.46. Key aspects of the MTI include: 

  • The technology fills a critical heat pump product gap to help California reach its goal of 6M heat pumps installed by 2030, due in part to the following factors:
    • These 120V products mitigate electrical infrastructure challenges, especially for multifamily properties​. 
    • Because they do not require professional installation or system upgrades, they are an affordable heat pump option for tenants, small single-family households, and lower-income households 
  • The MTI leverages and builds upon new market entrants and national momentum, enabling rapid deployment and scalability.  
  • Product enhancements targeted through the MTI’s manufacturer engagement could provide additional benefits, such as air filtration, use of lower-GWP refrigerants, and demand response capability.  
Benefits to ESJ Communities

These products will also be a valuable addition to energy efficiency, weatherization, and climate resilience programs, particularly those targeting environmental and social justice (ESJ) communities. In addition to filling a technology gap for renters and cost-constrained consumers, room heat pumps can eliminate the need for households to run inefficient devices like electric resistance heaters, which drive up electrical bills. Incenting retailers to stock and market more affordable models makes the technology more accessible. The future inclusion of air filtration capabilities will help improve indoor air quality, which will especially benefit areas with poor environmental health.

More about the Induction Cooking MTI

The Induction Cooking MTI seeks to accelerate market adoption of efficient induction cooktops and ranges to provide a high-quality cooking experience with the added health and safety benefits afforded by induction technology.  

The Induction Cooking MTI is expected to cost $37.4 million, with a forecasted Total System Benefit (TSB) of $537 million through 2045. It has a Total Resource Cost (TRC) of 1.12. Key aspects of the MTI include: 

  • Induction cooking serves as a linchpin to the full home electrification needed to achieve California’s decarbonization goals.
  • The MTI leverages and builds upon new market entrants and national momentum, enabling rapid deployment and scalability.  
  • Driving market demand for battery-equipped 120V products will enable off-peak usage and can mitigate challenges in moving from gas to electric cooking.  
  • Induction technology also offers significant non-energy benefits, such as low-temperature burners and better indoor air quality (IAQ).  
  • MTI interventions will move the market to shift induction products from a high-end niche technology to mass adoption and provide a cooking experience on par with incumbent gas products. 

Benefits to ESJ Communities

As developed by CalMTA, the Induction Cooking MTI also yields significant benefits to environmental and social justice (ESJ) communities. Incenting manufacturers to develop 120V battery-equipped products will lower the cost of adoption and provide additional benefits (off-peak charging, increased resilience, etc.). Encouraging retailers to stock and market more affordable induction products makes the technology more accessible to more households. Increased availability of affordable induction products will equip programs that serve ESJ communities with more and better electric cooking options. Finally, transitioning the market away from gas cooking will mitigate negative health impacts (like IAQ and childhood asthma), which disproportionately impact ESJ communities.
