CalMTA’s Commercial Rooftop Units (CRTUs) Market Transformation Initiative (MTI) aims to accelerate market adoption of high-performance heat pump RTUs with advanced features as an efficient heating and cooling solution for California’s commercial buildings.
CRTUs offer a significant, cost-effective opportunity to reduce commercial building energy consumption, increase HVAC system resilience, reduce peak demand, and unlock grid-supportive flexibility at scale. Over time, the initiative intends to transform the market and lock in energy savings, grid benefits, and greenhouse gas (GHG) reductions to help meet California’s efficiency and decarbonization goals.
This draft MTI Plan is based on more than two years of development, research, outreach, and analysis. Links to the supporting appendices are listed to the right. Additional appendices and the full plan will be available soon. CalMTA will submit this the full plan and appendices to the California Public Utilities Commission (CPUC) via an Application in spring 2026 following MTAB review in November.
