CalMTA will seek firms to implement and evaluate our market transformation initiatives, review CalMTA’s operations, as well as other research as needed. Interested parties can find all open opportunities to respond to Requests for Proposals (RFPs) and Requests for Information (RFIs) below. Qualified third-party contractors or teams of contractors can bid on these proposals.
CalMTA deploys initiatives that work to remove market barriers and drive higher adoption of targeted products or practices that will deliver cost-effective energy efficiency, while also supporting California’s goals for decarbonization, grid flexibility, and equity.

CalMTA seeks qualified bidders to conduct evaluations of its Room Heat Pumps (RHPs) and Induction Cooking market transformation initiatives (MTIs). The RHPs MTI will begin implementation in July 2026 and CalMTA anticipates the induction initiative will begin implementation in Q4 2026. Bidders may submit proposals to evaluate one or both MTI evaluations. We encourage proposals from all firms that have experience with evaluation of energy efficiency and market transformation programs. Evaluations of CalMTA’s MTIs will require effective coordination and collaboration with other research efforts occurring within the state.

The California Market Transformation Administrator (CalMTA) develops and manages market transformation initiatives in the state to reduce energy use and reduce greenhouse gas (GHG) emissions.
CalMTA follows a rigorous process for reviewing, scoring, and then developing relevant, timely market transformation initiatives. The process supports market transformation initiative creation from concept to program development to market deployment, as well as the eventual exiting of the market.
