Room Heat Pumps Market Transformation Implementation

CalMTA seeks qualified contractors or teams of contractors to provide implementation services for the Room Heat Pumps Market Transformation Initiative (MTI).  This MTI is designed to accelerate adoption of room heat pumps (RHPs) to provide efficient heating and cooling in existing small, single-family, and multifamily households. Implementation activities will support intervention strategies that remove market barriers and leverage market opportunities to position room heat pumps as the preferred heating and cooling solution in California’s multifamily and smaller single-family homes.

This MTI was approved by the California Public Utilities Commission (CPUC) on Nov. 20. The initial contract term for this MTI is three years with an implementation budget not-to-exceed $2.13M for the first year.

Through this RFP, CalMTA seeks to select one or more contractors to implement the following scopes of work:

  • Implementation Area 1: Engaging RHP manufacturers on product development improvements
  • Implementation Area 2: Engaging multifamily building owners to increase market demand
  • Implementation Area 3: Building consumer market awareness
  • Implementation Area 4: Engaging HVAC retail distributor and retail partners on RHP stocking and sales
  • Implementation Area 5: Coordinating with other California programs

CalMTA staff conducted a virtual pre-bid webinar to provide an overview of the Request for Proposal (RFP), scope of work, and the submission process, and to allow participants to ask questions to help them determine their interest in pursuing this opportunity. Submission Process

All bidder communication and proposal submissions will occur through CalMTA’s web-based RFP Portal.  Please follow these steps to bid.

Review answers to questions received during the pre-bid webinar.
If you wish to team with other firms, complete the teaming form via the RFP portal.

Your information will be shared with other firms to contact you.

Submit your intent to bid via the RFP portal.

Must be received prior to proposal submission and to receive an electronic version of the NDA to sign.

Sign NDA sent via DocuSign.

Once you sign the NDA we will send you the program services agreement.

Submit your questions via the RFP portal by 5pm on Monday, Dec. 22.

Submit your proposal by 6pm on Friday, Jan. 30, 2026.

Your proposal should include the following:

  1. Proposal response document
  2. Completed Cost Proposal Sheet
  3. Completed Conflict of Interest Certification
  4. Completed RFP Supplier Questions
  5. Exceptions to Program Services Agreement or a No Exceptions Statement. (The Program Services Agreement will be provided upon receipt of a signed NDA [see step 7).
