The Room Heat Pump Collaborative

The Room Heat Pump Collaborative (RHP Collaborative or the Collaborative) is a national group of energy efficiency professionals and heat pump manufacturers focused on increasing the adoption of portable, easily installed room 120V heat pumps. This emerging technology can provide efficient heating and cooling for 400-1,000 square-foot ​ spaces, performing the same functions as room heaters and window/room air conditioners. They can be self-installed in buildings and plugged into a standard 120V wall outlet without the need for a costly  panel or service upgrade.

Importantly, this  technology fills a critical product gap for space conditioning in multifamily and small single-family residences  especially for renters, who can own the unit and take it with them when they move.

Goals of the Collaborative

Overarching goals of the RHP Collaborative are:

  • To provide a forum for stakeholder alignment, scaling availability and affordability of qualified products, and growing market demand to accelerate market adoption of RHPs
  • To share research findings, support each other on measure development, program design, and development of consumer labels and messaging
  • To serve as a central forum to engage with manufacturers and align on future product needs.

Members

The Collaborative was started in January 2025 when several efficiency organizations saw an opportunity to scale efforts to accelerate the timeline to bring room heat pumps to market. Room Heat Pump Collaborative members include utility program/technical staff and implementers from representative climate zones and program types; manufacturers and other interested parties.

Activities

Introducing new products to the market requires a wide variety of activities and information as the category matures, including data about consumer usage and behavior, alignment on test procedures, measure development, ENERGY STAR® specifications, CEE specifications, manufacturer engagement to build greater product availability and development of tools for consumer education or awareness-building.

Examples of presentations shared at Collaborative meetings to support these goals include:

  • M&V results from NYSERDA/NYCHA use of RHPs in their public housing effort, “Clean Heat for All” challenge.
  • Results from CalMTA’s RHP Self Installation Pilot.
  • Performance curves and measure development work shared by NEEA, and CalMTA
  • Up-to-date and centralized product list that includes performance metrics
  • A centralized list of completed and ongoing research to leverage and identify product and market gaps for future research

    • Federal and state policies affecting the RHP product category.

CalMTA seeks to help meet California’s energy efficiency and decarbonization goals by accelerating adoption of energy-efficient products and practices through market transformation. Market transformation is a proven strategic process of intervening in a market to create lasting change.

CalMTA follows a rigorous process for reviewing, scoring, and then developing relevant, timely market transformation initiatives. The process supports market transformation initiative creation from concept to program development to market deployment, as well as the eventual exiting of the market.
