CalMTA seeks a qualified management consultant to conduct a CalMTA Organizational Review
Resource Innovations and the California Public Utilities Commission (CPUC) Energy Division are seeking qualified consultants to conduct an Organizational Review of the CalMTA program during its initial three years of operation. CalMTA is a program of the CPUC working to create a market transformation portfolio of initiatives for the state of California and is being administered by Resource Innovations.
Through this Request for Proposals (RFP), the CPUC Energy Division and Resource Innovations seek to conduct a thorough organizational review of CalMTA and identify opportunities to improve practices and systems developed during CalMTA’s three-year start-up period, which is expected to conclude in November 2025. These practices and systems include those related to communication, administration, MTI management, and overall organizational effectiveness.
The contract term for this review is estimated at six months, with a budget not to exceed $100,000. The final deliverable will be a comprehensive written report summarizing the study’s findings, conclusions, and actionable recommendations that will ultimately be presented to CalMTA’s Market Transformation Advisory Board (MTAB) and the CPUC Energy Division.

The intent to bid is non-binding but is required to submit a proposal. Only bidders who have submitted an intent to bid will receive additional required documentation needed to submit their proposal and CalMTA’s answers to questions received during the Q&A period.

The California Market Transformation Administrator (CalMTA) develops and manages market transformation initiatives in the state to reduce energy use and reduce greenhouse gas (GHG) emissions.
CalMTA follows a rigorous process for reviewing, scoring, and then developing relevant, timely market transformation initiatives. The process supports market transformation initiative creation from concept to program development to market deployment, as well as the eventual exiting of the market.
